I think this reading of intentions might possibly be playing a role in
the stress between TBIS & AIS?  Since some of the reasons for forming
TBIS were to meet some needs that AIS had failed to meet, maybe?

I have the impression that most members of TBIS are also members of AIS,
and most members of AIS are members because AIS DOES meet certain needs,
so it does seem like there is opportunity for them to play complementary
roles for members.  But who knows...
