 Photolibrary of Herbaceous Plants [7,200+] is $150
  and includes annuals, perennials habitats, sci name.

Dr Armitage's book [1200pgs+] ~ $60 is most thorough for all 
herbaceous perennials. Very scientific but with lots of personal 
comments. Recommend it highly.
