Carolyn, I cannot give a legal opinion, but it is my understanding that a
Region, which must recommend a judge be elevated by AIS, can, and some do,
place additional requirements to qualify for appointment as a judge.  Region
4, my Region, in fact has some very specific requirements related to
receiving garden and show experience for BOTH bearded and beardless irises
not required nationally by AIS.  Clarence Mahan in VA
