October AIS Bulletin

From: Scott Aitken <zebra@chcs.com>

Getting the July Bulletin out so early set a precedence that has been hard
to keep.

I regret to inform all of you that we were not so timely with the October
Bulletin. It should be in the mail by the end of October, but no one is
likely to actually get it until the first week of November. I will try to
get some previews up on the AIS web page in the coming week.
