For me it is Ph. xanadu with a little deeper cut leaves.
Growing in full Sun it may look so...
or it can be Ph. xanadu crossed with another Meconostigma Philo
like Ph. radiatum or Ph. pinnatifidum, but I've never heard of such a cross,
so I bet on xanadu.

I've had this plant at least 5 years, has never bloomed, survives neglect for years on end.
Any spots on the leaves are dust/rain.
