It seemsthere ought to be a way for a space to provide both parking for
snow emergencies and a garden. Is there a way to create parking with
boards or strips of paving, and leave the rest soil? If you're in an
urban area like mine, we have to be very conscious of adding impermeable
surfaces and aggravating stormwater runoff into the public sewers (an
economic issue that should concern the agencies). Or maybe plant a
protected border around the edges, and retill the soil in the center
where the cars park during the winter? Just seems a shame to turn all
that precious earth into more pavement..

One of the people who started a garden for the use of the neighborhood
found
herself in a huge disagreement with the agencies run by various groups
that
help the "poor". She wanted to start a small playground on an empty
lot,
and also back the Mayor who finally realized that the empty lots between
row
homes need to be turned into off street parking. The agency people who
do
not live in the city seem to want to start gardening on every lot in the
city, finally!!
The buzz words seem to be food security and engaging the neighborhood
residents in providing for their food supply. Not a bad idea. How to
compromise is the question, does anyone have any ideas as the agency
people
are rightfully saying that a playground requires someone to take
responsibility for insurance.
Didn't I read that even the community gardens must be covered by
insurance
lest someone is injured? The paving of the lots is desperately needed
in
some areas where people have nowhere to park in snow emergencies. Why
is it
so hard to start a city doing the gardening thing!
