2) There is a magisterial article in Vol. 3/ 1999-2000/ Number 2 of the New
York University Journal of Legislation and Public Policy (by University of
Baltimore Law School Professor Jane E. Schokose) entitled, "Community
Development Through Gardening: State and Local Policies Transforming Urban
Open Space." You may be able to get a copy of the article by writing to the
University of Baltimore law school library or access it through a good
research library near you.
The ACGA has been very active in promoting community gardens in many US
municipalities, nation-wide, advocating their definition as an accepted Land
Use. This is has been an uphill struggle. At some point, all serious
community gardeners and open space advocates should consider joining the
