market gardens

Hello,
Can anyone share experience/information about market gardens in their city? Does the city allow this to happen on city-owned land? If so, what is their policy on this? What type of soil testing was done for the land?
Any other experience or information on market gardens in urban areas would be helpful and very appreciated. I am mainly considering gardens on relatively smaller pieces of land, right around 4,000 sq. ft. give or take.
