We've been trying to get a community garden bill through the NYC council for
over a year now ( it's still in conference.)
I suggest you go into the links page of the American Community Gardening
Association web site and contact our Canadian neighbors. Both Toronto and
Montreal have highly enlightened community gardening policies ( based in
large part on the European allotment garden system.)
