You might also be interested in a report put together by the City of Madison
Advisory Committee on Community Gardens.  The report was adopted by the
Madison Common Council.  

A working paper based on this report has been published on-line by the
Madison Food System Partnership at:

city council in NYC 
which attempts to create a legislated policy for community gardens in
NYC.
