prevention program

Hi my name is amanda wollman. I have design a mock program for juveniles for 
my advanced crim. class. I thought I had a creative idea about making a 
garden, after i got on the internet i found peoiple had similiar ideas.  I 
was thinking about maybe getting repossed or seized land that the goverment 
would donate. Do you know how where we could get funds we could start a  
program
