Here in Vancouver, the municipal government has a program of distributing plastic water barrels at a subsidized rate.  Anyone in the city can purchase one.  The barrels have a spigot at the bottom, and an overflow pipe at the top, and they are flat along one side so that they sit nicely against a wall.
Maybe other cities should consider this option to encourage water conservation.
