I thought that was it. Around here, the ditch is dug, gravel put in the bottom, and usually a pipe with holes in the top laid in the gravel. The pipe takes in the water through the holes, conducting it to a socially correct place (creek or drainage ditch) for egress. Farmers do the same in chronically wet fields. I think they call it "tile-ing" (phonetic spelling).
