Zem, that is hard to believe that sirens are not mandated by the fed gvmt.  
We have sirens but I also have a weather radio.  We now have a siren located 
half a block away but before we could not hear the sirens if we were inside.  I 
registered a complaint & the city & county civil defense office told me they 
were not designed to be heard inside but is to warn those who are outdoors.  
This seemed ridiculous to me.  If the weather has indications of severe weather 
one would take cover without a siren.
