garden question


My granddaughter from Washington State has asked me to recommend
plants for a garden she is planning there.  It will be in full sun when the
sun shines there, which is not so much of the time these days.  She
would like low-growing ground-cover type plants with a few accents,
but nothing large.  Since we are in an almost perpetual drought 
situation, and since most of my garden area is shaded, I don't have
answers off the top of my head.  I looked at catalogs, but the ones
I use most feature drought-tolerant, shade-loving plants, I don't have
one I can just hand her and say "use this."  Surely some of this
knowledgable group will have suggestions of suitable plants and/or
catalogs/nurseries that could give her the information and advice 
she needs.
