Pam,
Your maintenance costs are a killer!
FG or Horticulture had an article years ago about a famous garden in
California that proved that, with the right planning, a lush tropical garden
in a hot location could actually get by on less water.  The multitude of
plants actually shade the soil and a fountain added additional moisture.
The grounds needed much less supplemental water than you'd expect.  I wish I
could remember the name.  The woman who designed it was deceased but they
keep the garden open for limited visits.
