Probably not. Some Dicksonias produce offsets at their base; these can be cut cleanly from the main stem and will usually root in damp peatmoss. If the fern was old enough to have developed offsets, salvaging them is probably his best bet.
Planting the broken stem in damp peatmoss is worth a try, but I doubt it will work. If he tries that, he ought to cut off most of the fronds to reduce stress from transpiration.
