That's insane.  And I'm referring to (1) the town ordinance that requires
that she water the lawn; and (b) the cop cuffing and arresting her for her
refusal to give her name so he could write the ticket.  That has to be a
wrongful arrest.  The cop's required to go to a judge and attempt to get a
warrant for her arrest at that point.  He should have just gone back to the
station, research the name of the property owner serve the ticket by nail
and mail service if he could not personally serve her the ticket.  This is a
obviously an out-of-control cop on a power trip.
