Kitty Litter works well, as long it it the basic clay: non clumping and no fragrance or other additives.

If you place pots of plants in your water garden, you will need to use heavy clay soil for planting and an inch of sand or gravel to top the soil off. Otherwise, you will have potting soil messing up you water. Schultz sells bags of potting soil, more like clay gravel, for water garden plants.
