I would do the bleach soak but I don't know how you can do it without
getting any on the nearby plants. Perhaps you can sponge the bleach solution
around the inside. The amount of bleach in the rinse shouldn't hurt the
plants if you do a good rinse and also rinse off the nearby plants.

 I do it to my bird bath every few weeks as the algae and crud build up. I
use a 1 or 2 bleach to 10 water mix and let it soak for a couple hours then
I just rinse it out onto the lawn. It never seems to bother the lawn but I
do rinse it a few times and the lawn gets the rinse water too. It is
important to cover the bird bath during the bleach soak so birds don't try
to drink or bathe.
