Kitty, what kind of Plumbago do you have, creeping or upright?  The  creeping 
kind (Ceratostigma plumbaginoides) or (Plumbago larpentae) is  hardy here 
(zone 7/Mid-South), but the upright one (Plumbago auriculata/P.  capensis) is not 
hardy beyond the Coastal South. I got this info from my  Southern Living 
garden book.
