I believe gaggle size starts with a family, so it's probably four or more.

Well, since there are no other geese around us, we are in the process of
looking for some more Emden Geese so she can hang out with her own kind.
Until then, I think she thinks I'm her MOM or something. She hangs out
with the peacocks a lot too.
