white leaf hopper

Does anyone have a name for a white leaf hopper type (hops quickly when you touch it) of insect that leaves a white cottony residue on the tenderest new stems of plants. I believe it is a sucker, not a chomper. The residue almost looks like mealy bugs stuff.
