Baiting a snap trap with an apple dipped in peanut butter will work. Try to find the entrance hole and put it nearby. (Voles often disguise their entrance holes by partially covering them with a leaf.
Put an old shoebox or something over the trap to avoid catching birds. Cut a notch in the box so that the Vole can enter, or put the box right over an active hole.
