Sorry to hear about your hail. We had 4 such episodes last year.
The bugs are quite likely ladybugs. There are many different types and color
patterns. They're probably eating aphids or some other critter that's making
your bush look miserable. Please DON'T spray them!

We finally have a yard this year so we planted 3 kinds of peppers (Bell,
Jalapeno, and Habaneo)2 kinds of tomatoes (Big Boy and Roma)and 2 kinds of
cukes (Straight 8 and National Pickling), and some herbs (Oregano,Dill,
Lavender) Everything was doing great until yesterday when we got the
thunderstorm from hell. Hail, 2 inches of rain in less than an hour, high
winds. Today, more torrential rain, same forecast tomorrow. The peppers,
herbs and tomatoes are fine, but my cukes are all flattened.,roots
*sigh* I guess I'll have to head back to the nursery and start over! I'd
better get some bug stuff while I'm there. There is a huge bush nearby
infested with two kinds of bugs I've never seen before. One looks like a
ladybug but is orangy with spots and the other looks like a small
catarpillar, orangy with black spots and a bluish looking head. The bush
isn't ours, otherwise I'd just cut the whole thing down as it looks awful
and appears to be dying slowly.
