At first I thought you ment Sagina subulata, but that's Corsican Pearlwort. You're talking a bout Mentha requeinii, right? Both are tiny-leaved "steppables". Not sure if that's enough sun for a mint, though that might help slow down its movement.
As to Pam's suggestion of Houttuynia , I'd think that would be taller than you'd want (20-30cm - what's that in inches?) I've never seen it grow flat.

O.K. our guest house/bunk house has a side yard area where NOTHING grows because of this HUGE tree. I have planted a few things but they don't really survive. I put some paving stones on the "dirt" back there and today I bought mint (yes..the plant that takes over the world) to put there as a low ground cover between the paving stones. It gets morning sun but after that...all shade. Think it will make it? -- Jesse R.
