I agree with Bonnie. Dwarf mondo grass would work well. It likes part shade and grows to about 4" high.

The lirope comes in a miniature version. One of my neighbors has it in the shade between her stepping stones and it looks great.

No, I wanted something low and flat that will grow around the stepping
stones and such. Filler stuff. Monkey grass would be too tall for
