Jim,I'm answering questions for the Home Depot Garden Club. I'm supposed to be the expert. I have an old disc of SWGB, but I can't usually ask what zone they're in.
If they're planting Star Jasmine, I can't imagine that it freezes very much, though both Rosemary and Gaura tolerate quite a bit of cold - even here in GA - at least down to 20F.

I'd suggest they get a Sunset Western Garden book and figure out what Sunset zone they are in. Yep, parts of SoCal freeze; parts don't... zillions of microclimates.
