They look like a cross between a chimney and a tepee, clear plastic w/ channels to hold water.
Gardener's Supply has them and I think Lee Valley has a similar product
too. People use them to extend their growing season for tomatoes and
peppers. Theory being the water absorbs the heat from the sun during the
day and releases it at night to keep the plant warm, I believe.
