There is a big difference between the average frost free date and the after all danger of frost date! I wouldn't plant tender stuff before the latter either, but have to admit playing the odds with certain plants.

According to my references (never lived in that area, just Denver) the
mean date of last frost is 17 April in both Indianapolis and Columbus.
Guess the key is "mean", not the last recorded frost ever.
