When I worked at a nursery in SoCal [mid to late 50s], the big fertilizer company was Bandini. Their chief product was steer manure. It came from feed lots. It was not rotted down and full of dirt like that Black Cow stuff. It had a texture quite like Canadian peatmoss, except easier to wet. We used it as both mulch and soil amendment.

Another thought. "Cattle" may be dairy cows; if so, milk production may
have something to do with it. It's an odd distinction to make,
steer/cattle, unless there is some sexual or environmental difference
of importance.
