Flags? Is this a term I'm unfamiliar with? Oh, wait, or did you mean flats? Oh, sorry, answered my own question. Not being facetious; I only just now noticed the proximity of t and g on the keyboard.15 flags on plastic sheeting on my dining room table.
I do wish spring would arrive. I'd like to move those cuttings out as they are all popping with new growth. Even a flower bud on a Weigela cutting.

I've received several seed orders for our display gardens. This I
expected. I didn't expect plants to arrive so soon. Pond Mart in Maryland
sent Cotton Grass plants a couple of weeks ago and today Greer's order
arrived - Verbascum, Penstemon, Erigeron, Cyclamen. Guess I'll have to pot
them and keep them in the garage. I hope they'll get enough sun there.
currently that windowspace is being used by all my cuttings, a few
overwintering grasses and a couple more odds and ends. Wish I had a cool
greenhouse.
I'm having similar problems. With this sudden cold snap I now have about 15 flags on plastic sheeting on my dining room table. I turn the lights up during the day and am positioning other lights around the table to keep things growing without bolting. It's an adventure, isn't it?!?
