Plumbago has been frequently available here in recent years and of course
used as an annual. I finally picked one up this year, but I'd like to try
to overwinter it.

I agree with everyone else. Probably Plumbago auriculata. Common name:
leadwort. Varieties come in shades from bright blue to white. The
bright blue ones, however, are the most attractive; the lighter and
whiter ones tend to look washed out, methinks.
