Vitex won't break dormancy!

I have a Vitex that is about 6 ft tall.  I got a guy to move it to a new
location in March. So far it has not broken dormancy, even though my other one
has grown 6 inches.  The cadmium layer is still green, so it isn't dead.
Help, what can I do?  Verona
