Kitty, my grow thrus have 24" legs and the legs slid on the circular frame.  
I find it difficult to get all legs pushed into the ground straight and even 
for just 3".  To get them pushed in say18" would be a difficult task for me.  
They are heavy duty so I doubt I could cut them myself.  I do need to chk it 
out.
