May be called a Rufa Bamboo-- I'll get tag tomorrow. New cultivar, she stated

The thing about bamboo is that the clumpers are plants that are very
winter hardy, but do not do well in the midwestern prairie heat.

Fargesia nitida and a few other Fargesias are hardy to zone 5.
These are
Mountain Bamboo types that clump rather than run.
