Caryopteris had come to mind but I didn't mention it because silver dollar-sized flowers didn't work and I've never really thought of the leaves as waxy. But geez, if you want one, they reseed allover my garden. I have a Caryopteris incana 'Blue Mist' seedling in a pot now. They're durable plants, but it's probable that you're more inclined to the newer varieties out there like Caryopteris x clandonensis 'First Choice'.
