I think what you saw, Donna, were some of my neighbors who have already evacuated. Most of them have styrofoam heads near as I can tell.

Yep, they are now selling life size folks for your garden... not plywood
stuff.. real clothes, real hats, pole bodies with bubble wrap for
stuffing, Styrofoam molded heads.....
