I think a big part of the answer is they do it because they can. Like running with the bulls. Not many opportunities to get a testosterone rush and an adrenaline rush at the same time.

Something I've noticed in recent years is that people never, in any
situation, think that the rules apply to them. I don't mean that we should
go back to the 50s and just do what we're told no matter what. But, as in
this case, they don't understand or simply don't care about anyone but
themselves and don't think things through. Told to evacuate, they sit
tight. Told not to come back yet, they do.
