At about eighteen years ago, I heard a Land Arch. talk about attenuating wind 
around a space at an island resort.  You will need a wall about 50% permeable 
perhaps large holes.  He didn't have any data nor experience except with a 
concrete wall that was open at every other unit and 20 ft tall.  It curved 
slightly around the area to be protected.  

If you are a member of RHS you could write to them for a bibliography.  The 
channel islands and others are the result of a few centuries of experience.
