Does anyone know if US citizens can import seeds from Canada now?  I 
ordered seeds from Richters several weeks ago, and haven't been billed or 
received them.  AFAIK, the USDA's latest word was that Jan. 22 they'd start 
barring imported seeds and plants without phytosan certificates except for 
some greenhouse-grown plants in Canada.  This action violates reason, IMO, 
and I wonder whether it violates international treaties as well.  Margaret L
