Re: seed import/export regs
The USDA published their intent to enforce old regulations last July, in
the Federal Register. The url is very long, and I think I've deleted
it. I've never been able to find their tweaks and changes. I think this
is a political situation, in which you have very aggressive people
domineering USDA personnel to exert their extremist views on clerks who
don't have time or knowledge to examine and detect disease on plant
material and they certainly don't know whether seeds may carry disease that
could threaten anything but the seed's own plant. It's easier just to ban
everything without a phytosanitary certificate. And as the rainforests
dwindle and medical researchers moan they haven't examined everything yet,
and the public waits for miracle cures, nobody stops to wonder how many of
those countries that are home to rainforests have the facilities to issue
phytosanitary certificates. Not even Mexico does. Margaret Lauterbach
