Peonies do, indeed, set viable seed.. if.
    The fully doubles can not... all the sex parts go into making the 
petals. Anemone, Japanese or single blooms have their biblical parts and 
produce. In fact. there are some species peonies that are grown for the 
colorful seeds pods and seeds. Believe P. obvatum is one of them.
    Rodents love peony seeds. Since they are about the size and color of a 
coffee bean I seriously doubt an ant moved one. Best guess would be a mouse 
or vole.
I have peony up in the woodland garden on the side of the hill considerable 
distance from my peonies that have sprung up on their own. I dig mine, pot 
them up when they become blooming size and give them to plant sales as fund 
raisers. They are usually a pale pastel pink in single bloom form.
