I've used the "my policy" reply to queries like these. "My policy is to only advertise products I've tried, and I'd need to know what other website you advertise on before making a decision." type of thing.  Or your policy might be to only advertise products after you've gotten a couple of reference names and phone numbers, etc.  You can also phrase this something like "In order to best promote both my brand and yours, I'd need to get more information/samples/references so that I can decide if we're a good fit."  Which is, after all, the truth.
