I, too, am a Gannett freelancer. I signed a similar contract a few years ago 
after working under a friendlier one before. The rap from the editor at the 
time was crap, but the bottom line was that unless I signed, I was out. 
Since it's the only statewide paper and they also have two, not one, but 
two, extension guys who write for free - no knock on them, Felder's my dear 
friend, and the other guy's ok - I had no place to go.
So I signed, and have used the paper for exposure elsewhere. Even if I maxed 
out their freelance budget, I'd starve, so I agree with some of the previous 
opinions about that.
