Doug,
I purchase many horticultural books annually for my personal use because the titles interest me and I consider them as reference materials.
Sometimes I am very interested in a topical and I do prepare reviews for a horticultural society to which I am a member, if they provide a copy of the book. I keep the book as compensation and don't accept a fee.
I don't usually speculate on writing book reviews that I would then require me to sell the story to an editor.
If I would not otherwise purchase the book, I require the publisher to send the item without any cost to me with an agreement is that I retain the copy or they provide a prepaid return mailing label. It is generally understood that I would not market the review if it was unfavorable.
Prior to printing, if the publisher wants me to review a book because of my expertise, this is negotiated contract and much different than writing a review. This involves checking the text and illustrations for accuracy, but not rewriting the copy.
If I have a contract to review the book, the editor/publisher provides the copy.
My offer if I received a copy, would be take the time to review the materials in the book and provide a review for this forum for future discussion. I am suggesting that a point and counter point review of every paragraph would be a part of such a review
