You are free to import most containerized plants into the U.S. provided
that you get a phytosanitary certificate.  Unless the nursery you are
buying from is on the government greenhouse inspection program, you will
have to spend a day visiting a CFIA office to get the certificates.  

There are some species and genera that you can't take back.  Certainly
nothing from the Rutaceae, and no aquatic or wetland plants.  Check the
relevant USDA lists for specifics.  

At Richters, all of our plants are pre-approved for the U.S.  Customers
wishing to take back plants need only ask for a special sticker which
our staff will affix to your invoice.  There is no extra cost.  We are
probably one of the very few retail nurseries that can offer this
service to the public.  Because we sell so much to the U.S. we are very
much attuned to getting plants across the border as efficiently and
quickly as possible.
