Doreen - When publisher presents us with a "miserly production budget" 
we need to tell them we can not do a professional job with the budget.  
I know the publisher you are working with and I have argued with them 
that they can not find decent photos to support working professionals 
at that rate.  I hope I am right and no pro on this list will succumb.  
I would also like to hope you will stand up for better rates and not 
use your position as an editor and influential member of this list to 
perpetuate publisher's ridiculous demands.
