Re: 2007 GWA elections go live

This has come up before, so it might be something the board's bylaws 
committee would want to look at. I don't really know the rationale.

The bylaws allow anyone to vote for the national directors, no matter 
what region. Members observe, interact or have relationships with GWA 
members in various regions and may have an idea of whom they think 
would be a good leader in the organization.
