I'm not sure there is any difference.  In the early years of 'rain  gardens' 
they were simply suggested as a way in which to capture and control  runoff 
from roofs.  With changes in the federal regulations regarding  stormwater 
retention and treatment we're likely to see the 'storm' word used  more often as is 
will likely show up in municipal documents as the government  doesn't really 
refer to rain, rather storm 'events' such as fiver year events,  ten year 
events and hundred year events.  This is all being stimulated by  the fact that 
storms such as 100 year 'events' are happening much more  often.  Case in point 
is in the New York upstate watershed area where New  York City owns much of 
the Catskill Mountain watershed.  Hundred year  storms have become quite common 
in the past ten years so there's been  substantial flood damage, bridge damage 
and washouts.  As a result, New  York City...which is mandated to protect 
this watershed, is now putting hundreds  of millions of dollars into storm water 
treatment and retention.  But I  digress...these projects are way beyond rain 
gardens.
